What Is a Mine-Spec Vehicle?
A mine-spec vehicle is a light vehicle, truck or mobile unit prepared for use on a mine site.
The process usually starts with a suitable four-wheel drive, such as a Toyota Hilux or LandCruiser. It is then fitted with the safety, communication and operational equipment required for its role.
Mine-spec vehicles may be used to:

It does not.
A vehicle that meets the requirements of one mine may not be accepted at another. Even vehicles working on the same site may need different equipment depending on where they operate and what they are used for.
Mine-spec vehicle requirements can be influenced by:
- Whether the mine is above or below ground
- The condition of mine and haul roads
- The size of surrounding machinery
- Whether the vehicle enters production areas

Under WA’s Work Health and Safety (Mines) Regulations 2022, mine operators must manage risks associated with vehicles and mobile plant. This includes selecting suitable vehicles, managing interactions between light and heavy equipment, and keeping important safety features in working order.
The best approach is simple: obtain the latest vehicle specification directly from the destination site before choosing or modifying a vehicle.
What Equipment Is Commonly Fitted to a Mine-Spec Vehicle?
Although every site is different, several features are commonly found on mine-spec light vehicles.
The following should be treated as examples rather than a universal checklist.
High-Visibility Markings
Light vehicles can be difficult to see from a haul-truck cab, particularly at night, in dusty conditions or around blind spots.
To make them easier to identify, mine-spec vehicles may be fitted with:
- Reflective striping
- High-visibility body markings
- Large identification numbers
- Contractor or company signage
- Buggy whips or high-mounted flags
- Amber beacons or flashing lights
Each site may have its own rules covering the colour, size and placement of these items. A general mine-spec setup may still need to be changed before the vehicle is accepted.
Two-Way Radio Communications
Clear communication is essential when light vehicles are operating near haul trucks or entering controlled areas.
A vehicle may need a permanently mounted UHF or VHF radio programmed to the correct site channels. Some remote operations may also require satellite communication equipment.

A WorkSafe WA incident report published in 2025 described a light vehicle entering a controlled mining area without first making radio contact. It collided with a haul truck and was pushed approximately 40 metres. Fortunately, no one was physically injured.

Warning and Monitoring Equipment
Depending on the mine, a vehicle may also require:
- Reversing alarms
- Reversing cameras
- Additional driving or work lights
- Proximity-detection technology
- Speed-monitoring systems
- In-vehicle monitoring systems
These features can improve awareness, but they cannot make up for poor traffic management or drivers who have not been properly trained.
Rollover, Fire and Emergency Protection
Mine sites can be remote, and emergency assistance may not always be close by. Vehicles therefore need to carry suitable equipment and be prepared for the conditions in which they will work.
Rollover Protection
Some vehicles may require a rollover protective structure, commonly referred to as ROPS.
Whether ROPS is needed will depend on the vehicle, its role, the terrain and the site’s risk assessment. It is not automatically required on every mine-spec light vehicle.
Where ROPS is fitted, it must be correctly designed, installed and maintained. Drilling, welding or making unauthorised changes to the structure can affect its ability to protect vehicle occupants.
Fire and Emergency Equipment
Depending on the site and intended use, a mine-spec vehicle may carry:
- Fire extinguishers
- Fire-suppression equipment
- A first-aid kit
- Emergency drinking water
- Wheel chocks
- Reflective warning triangles
- Recovery equipment
- Emergency communication devices
This equipment should be easy to reach, securely mounted and within its inspection or service period.
Secure storage matters. A fire extinguisher, toolbox or recovery item left loose inside a vehicle can become dangerous during heavy braking, a collision or a rollover.
Do Mine-Spec Modifications Affect Vehicle Weight?
Every modification adds weight.
Steel trays, bull bars, toolboxes, ROPS, spare tyres, water, communication equipment and recovery gear can use a significant amount of a vehicle’s carrying capacity. That is before passengers, tools and other equipment are added.
A completed mine-spec vehicle must remain within its:
- Gross vehicle mass
- Front and rear axle limits
- Tyre load ratings
- Towing capacity
- Manufacturer specifications
This is particularly important for dual-cab utilities with extensive accessories.
It is not enough to fit everything on the checklist and assume the vehicle is ready. Weight distribution, braking, handling and tyre capacity all need to be considered.

Does Mine-Spec Mean the Vehicle Is Site-Compliant?
Not always.
A vehicle may be advertised as mine-spec and still fail to meet the requirements of a particular operation.

- Completing pre-mobilisation inspections
- Providing service and maintenance records
- Supplying modification or engineering documentation
- Confirming that radios work with the site’s system
- Checking that safety equipment is current
- Ensuring drivers have the required licences and inductions
The vehicle must also be suitable for the job. A four-wheel drive set up to transport supervisors may not be suitable for carrying heavy tools or regularly entering an active production area.

- The vehicle is suitable for the work it will perform.
- All required modifications have been completed.
- Payload and axle limits have been checked.
- Emergency and safety equipment is secure and in date.
- Radios are compatible and correctly programmed.
- Reflective markings and identification meet site requirements.
- Servicing and mechanical inspections are current.
- Modification and certification records are available.
- Any required site inspection has been completed.
- Drivers have the necessary licences and inductions.
- There is a clear process for reporting faults.
This is a useful starting point, but the mine operator’s current specification should always take priority.
